I. Introduction
The introduction will include a brief summary of the accomplishments of the AML
program. Include the percent of grant applications completed in 60 days and reasons if
not. If issues exist, it will include the status of the issue/problem. (Bill Powell)
II. Overview of the Public Participation Opportunities and the Responsiveness of the
Aandoned Mine Land Division to Public Concerns (Appendix 2-p.1)
A description of the public participation provisions of the program and the results of our
review of the AMLD compliance with these provisions. This includes any interagency
coordination necessary for AML reclamation. (Bill Powell)
III. Status of Approved Reclamation Plan and Compliance with the Plan (Appendix 2-p.1)
A summary of any amendment activity, any required or outstanding Plan amendment
requirements and any initiatives or plans of the AMLD to amend the Plan. (Bill Powell)
IV. Evaluation of Reclamation (On-Site) (Appendix 2-p.2)
Report of project site visits with an emphasis on the effectiveness of the reclamation.
Appropriate pictures and documentation. Include the number of hazards abated during
the EY, the number of acres reclaimed during the EY and the maintenance costs as a
percentage of the grant amount. The following specific study will be included in this

Pprject Planning How well did the design and specifications match the on-site
conditions; how many change orders in the construction were necessary and why; were
the results of the reclamation placed on AMLIS; were budget estimates accurate and if
not, why. Three completed projects will be selected at random for this study. (Bill

V. Fiscal and Administrative Controls (Appendix 2-p.3)
Audits, review of internal controls (contracting, procurement, ect.). Status of outstanding
A-128 audit findings and resolutions. Include the obligation rate as a percentage of each
active grant. (Neal Jacquot)
VI. Summary of Reclamation Activities (Appendix 2-p.4)
This will include both a statistical summary of reclamation activities and a report of the
following specific studies. (Bill Powell) 1. Administrative Planning This will evaluate the required AML administrative duties
of lien, eligibility, and inventory maintenance.
2. Grouting Program Give the number of grouting projects during the EY, areas
grouted, potential savings of resources and money, and people and property protected.
3. Subsidence Give the number of subsidence holes filled, potential savings of resources
and money, and people and property protected.
VII. Summary of Emergency Investigations and Abatement Activities (Appendix 2-p.4)
Include the number of emergency investigations, the number of hazards abated, the
product received as a result of the reclamation, the acres reclaimed and the funds
expended on the maintenance of emergency projects as a percentage of the grant.
