1982 - Reform task-force rewrote 91% of the regulations, additional state programs approved -- 24 coal producing states have primacy, and first Federal Programs established.

1983 - First state Abandoned Mine Land Emergency Programs established.

1984 - Deficiencies in Oklahoma and Tennessee programs resulted in direct federal enforcement of inspection programs and full federal program instituted in Tennessee

1985 - First state primacy programs approved, first Abandoned Mine Land Reclamation Plans approved, and first permanent program mining permit issued in Montana.

1986 - Abandoned Mine Land Reclamation Plans approved in 23 states.
